Make high compatibility mode the default please? I'm using it for everything as well as this as my custom CSS:

The rumored "new website" will be closer to highcompat by default (and possibly fix some lingering layout ugliness). Hand-waving aside, you haven't made it clear what about high compatibility mode you need, nor whether you actually expect this to apply to everyone or just be the default under your account.
High compat has much faster loading times as well as looking prettier. I find the default layout very clunky and spread over a large area. At least for my large screen size. It looks great on 800px or so screen but on larger monitors it looks way too spread apart.

The UI size option might help a little.

i can disprove these 1. what does that mean it's only a valid argument if someone else can undertstand it 2. how would this feature cause conflict? 3. i don't have a reason but this is not true

If you saw someone was ignoring you in real life you’d probably be mad. Same applies in chat, seeing who doesn’t want to talk to you would definitely cause conflict. Knowing people don’t want to talk you is upsetting, so why would we let you know when some was ignoring you.

but still the first example of are you ignoring me would only happen if it wasn't a feature.

1. Let us propose a situation wherein individual A has decided to ignore individual B. The reasoning does not matter. Does individual A have a right to keep that decision to themselves? Absolutely. Whether someone has ignored you or not is about you, not them, until such time as they make it about themselves (e.g. by proclaiming to everyone "I HAVE IGNORED USER B"). Even doing this doesn't make the decision to ignore less valid or inappropriate. 2. I'm not sure that I should have to defend this but users that view being ignored as an insult tend to then attempt to argue against the perceived insult to themselves. 3. I believe that you may fall into the category that I described above.

If this were added (which would never happen), someone could just write their own ignoring script that doesn't notify the other person.

Maybe a "Mystery Program of the week" that chooses a random program that's not popular and not downvoted to heck, just in the middle. It would show people programs they didn't even know existed and would encourage rating the program.
