I think they're asking if something like WINE for Linux would be possible for 3DS using homebrew.
The answer is yes. Anything is possible if you have enough manhours and knowledge. I don't know if we have enough of either currently (or in the foreseeable future) to pursue such a project, though.

As its name suggests, "WINE Is Not an Emulator". However, the 3DS has an ARM CPU, not an x86-compatible CPU like desktop computers. As such, you'd have to write a virtual machine (which would be slower than SmileBOOM's European release) and then run some kind of Windows runtime under it. It wouldn't be feasible and would honestly be a waste of time, other than as a toy.

Oh you mean run windows executables on a 3ds with homebrew. To do that you would have to reprogram them possibly with a hex editor unless you have the source of the program. Then you can just rework the code in sb or some other language that can be used to make homebrew but it's not exactly possible to make a piece of emulation software for that purpose because of what MBR says unless you're very good at reverse-engineering stuff and do what justGreat says. So there's a ~5% possibility of someone pulling this off, even higher if Einstein or the wheelchair guy does it (or the people who developed the 3ds).
