Could we have a button to flag programs?

I think it would be nice to be able to flag programs for being spam or inappropriate. Not everyone who comes about this site wants to see a program with multiple swear words in the description. I think swearing should be limited to the chat only(which means flagging forums too).

I don't have the resources to implement this right now. It's a huge task (unfortunately), and I just can't. If you don't like a program or you think it is inappropriate for the website, you can tell an admin via a PM for now.

There's a difference between expression and just being rude/offensive/dumb. One of them needs to be edited/removed, the other does not.

Forum moving/merging might actually be a decent feature

I've never heard of a forum which supports merging threads. How do you know which posts go where? Do you break the ordering and put the ones from one thread first, then the other thread, or do you retain the timeline and basically break the flow of both thread's conversations? I don't think I'm going to implement this feature. If you mean thread moving, we already have that.
