Retro game developing

What was the best console or handheld to develop for (or what is the best console/handheld to develop for)? Stuff like Game Boy, NES, PlayStation 2, Wii or even Xbox One is acceptable, but retro is considered before 2010 consoles/handhelds. 3ds obviously counts(because why not).

>before 2010 How many consoles have been released since then? Maybe 4 or 5, I think. Anyway 3DS+SB is the best, of course... I wouldn't consider anything after N64 to be "retro", but whatever.

I don't even consider the PS2 retro, and that was in 2000... Anyway, that's a pretty vague question. It depends on what you're looking for exactly. The console that's easiest to program for? Then you want something with good compiler support. GBA is probably the easiest, with an ARM7 CPU and relatively straightforward hardware, with similar capabilities to the SNES but a much cleaner design. Something that gets down into the nitty-gritty and makes you get creative with hardware limitations? I'd say the NES strikes the best balance there.
