Anyway, that's a pretty vague question. It depends on what you're looking for exactly.
The console that's easiest to program for? Then you want something with good compiler support. GBA is probably the easiest, with an ARM7 CPU and relatively straightforward hardware, with similar capabilities to the SNES but a much cleaner design.
Something that gets down into the nitty-gritty and makes you get creative with hardware limitations? I'd say the NES strikes the best balance there.
