I was thinking that top 3 voting may be good. I know I wanted multiple choices as some of these games are hard to choose between.

Next contest might have 2 round voting. Round 1: vote for your favorite X programs (X being dependent on the number of submissions). Then if you're in the top whatever (also dependent on the number of submissions), you'll go into a second round of voting for the winner and runner up. For instance, let's say we get 15 entries again. I can say "pick your favorite 5" for the first week, then I take the top 8 or whatever and you vote again for another week, but this time for your absolute favorite.
