Since you can use keys from SB3, a hacked 3DS is a very good route right now. Obviously that's not a direct route, but it's the only reasonable one.

Files -> SBFM/PetitModem -> 3DS -> Upload, get key -> download in SB4 It's not yet convenient, but it works.
