I recently discovered via a certain forum post that there is a development version of this website that is not necessarily hard to sign up for.
What is the stance of the owners of this website on ordinary users making accounts on this development website?
My stance is that I ban you over there for insane (reasons) you can't complain about it.
It's not restricted or anything, just a buffer between testing things and the main site so that it isn't broken all the time during development.
