Wanted this to be a comprehensive list. I may have accidentally forgot to add the Single Board computers... and VR Headsets... and the microcontrollers...

I don't think you can program on them without hacking them (same goes for a non-japanese Wii U) (Referring to the previously mentioned consoles in case you can't tell)

"Computer Running Other OS" technically includes basically anything that isn't on the list (though I assume you mean desktop/laptop computer)

The problem with targeting arduino is that there's no standard I/O configuration to target like I'm probably the only one on earth with an 8x16 LED screen and an AY-3-8912 sound chip, and a 6 button controller which is missing 2 buttons.
