there's a reply button. hover over the comment or tap to focus if you're on mobile. alternately set controls to always show in user settings

Here, uncheck the box "Hide controls on comments" and hit Update. At least try it, and get back to me (preferably through site PMs) if it doesn't work. If it doesn't try the High Compat link at the bottom of every page and see what's up.
