Has Anyone played F1 Circus on PCEngine?

I want to make a racing game similar to F1 Circus from the TurboGrafx days. I will start by laying out the first Track then get an F1 car nicely pixel' up and driving it around the track.. Any ideas where to start? Here is a little video of F1 Circus.. http://www.youtube.com/watch?v=9MmC7q5O5r8
