As a result of the attacks that have been caused by people, I believe that a request for rules is not out order, to help prevent these things.

Is it possible to make rule that have legal weight? Keep in mind that randomous was concerned that he could be legally held responsible since his website facilitated an identity theft. (I disagree that this should ever be the case, and believe that surely the fault lies with the thieves and not the owners of the site they used, but I am no lawyer and do not know how the law stands on this kind of thing).
but who even follows rulesPosting rules doesn't force people to follow them but does allow the site owners to say "We do not condone and certainly do not encourage this action, as you can see from these rules." Yes, such rules should be common sense, yes, it's sad that every website should have to post them, but drafting a statement and posting it somewhere could help for after-the-fact legal reasons even if it doesn't actually prevent anything.
