How do i draw maps using DATA?

I've been studying this for a while, and couldn't figure it out. NOTE. A key to a little program for this would be recommend. To who ever helps gets there own section in the credits.

I've been pandering this myself, I've figured out most of my programming knowledge by viewing how other people did stuff, and then creating my own version, but this is...different. I mostly just want to know the base/husk of how to create maps using DATA, nothing more.

Yeah that'd be great! I was just going to stare at how dungeon tanken did it. (Even though that technically was with text based game and not a BG/sprites based one)
