Colors...maybe some of the programs for this contest should have an extra non-seizure inducing mode for sensitive people.
Just "having lots of colors" doesn't really fit the "use of color in a meaningful way," so hopefully we don't get that.

As long as it's a program, it's fine. It doesn't have to be a game.

Not necessarily. The theme is just "colors"; it's up to you to incorporate that into a game that people will enjoy. If that means just using incredible color palettes that greatly increase the mood of the game, that's fine too. I'm can't be around for this contest, so Lumage will be directing this contest. It sounds like you're at a point where this would be acceptable, so sure.

I'm working on another text-based game that takes place during the main adventure in The Doll Movement, but personal stuff (other games, family, and a YouTube channel) has invaded my time. Hopefully I'll get it out before August 5!

You can't "gift" money directly on steam, you can only gift games. Thus, you have to choose a selection of games which add up to <= $40.

If you win and would rather have a steam giftcard, that's fine. Just note that if you're in another country, Steam may give you trouble (maybe). According to the Steam forums, it currently converts it into the proper currency, but some users have had problems (particularly in the past). Just be cautious.

Another question: if I can't complete the game before the deadline, can I put out a demo instead? The demo would of course give a good taste of the game (post-1st dungeon areas blocked or smth?).

It doesn't matter if it's complete or not; if you think people will enjoy what you have and you think there's a chance to win with it, go for it! You still have like 20 days at least to complete it; don't worry.
