Colors...maybe some of the programs for this contest should have an extra non-seizure inducing mode for sensitive people.
Just "having lots of colors" doesn't really fit the "use of color in a meaningful way," so hopefully we don't get that.

Does it have to be a game, or can it be anything?
As long as it's a program, it's fine. It doesn't have to be a game.
Do the colors have to be interactive to be "meaningful?"
Not necessarily. The theme is just "colors"; it's up to you to incorporate that into a game that people will enjoy. If that means just using incredible color palettes that greatly increase the mood of the game, that's fine too. I'm can't be around for this contest, so Lumage will be directing this contest. Have fun, and good luck!

It sounds like you're at a point where this would be acceptable, so sure.

If a winner chooses a Steam gift as their method of award retrieval, the total expense must not exceed the amount ($40 first prize/$20 second prize) allotted. This may mean only receiving a game worth $36, if the numbers comes out such. These prizes were provided for by ad revenue.
Uh, what does this exactly mean? Does the user receive 40$/20$ credit or what?

You can't "gift" money directly on steam, you can only gift games. Thus, you have to choose a selection of games which add up to <= $40.

The person giving out the prizes could purchase a $40 Steam card and email/message the recipient the code to redeem it. Unless they don't make $40 Steam cards.

If you win and would rather have a steam giftcard, that's fine. Just note that if you're in another country, Steam may give you trouble (maybe). According to the Steam forums, it currently converts it into the proper currency, but some users have had problems (particularly in the past). Just be cautious.

It doesn't matter if it's complete or not; if you think people will enjoy what you have and you think there's a chance to win with it, go for it! You still have like 20 days at least to complete it; don't worry.
